The Environmental Protection Agency has reported that 46 metropolitan areas in the United States need to clean their air. Millions of people living in these areas are breathing air that has become completely contaminated with soot. The air quality in these cities and counties is in violation of standards with regard to fine particles of pollution from such sources as power plants, vehicle exhaust, and wood-burning stoves. These standards have recently become stricter and these areas are feeling the effects of the heightened limitations.

The listed areas are required to develop plans by 2012 that detail a course of action to clean up the air that will bring the regions within acceptable soot levels by 2014. Many of these areas are not typically associated with high levels of pollution and the announcement took the general public by surprise. Among the unexpected list of offenders are regions in states such as Oregon, Alaska, Idaho, Washington, Utah and Wisconsin.

Out of concern for the health of the general public, daily soot standards were made 50 percent tougher in 2006. However, the standard for yearly soot levels is largely being ignored at this time. There were almost a hundred million people living in areas that have yearly soot levels that are considered too high by the Environmental Protection Agency as of 2004. Since the list of offenders for the yearly soot levels are not being disclosed, millions of Americans are living in areas with unacceptable yearly soot levels and are not being made aware of the situation.
